If the numerator of a fraction is a prime number, can the fraction be simplified? Why or why not?

Thanks for any help you can give me. By the way, what is a prime number? Thank you Michael.
Answer
yes it can because the denominator could be a multiple of the numerator. a prime number is a number whose factors are 1 and itself. 2 is the only even prime number.
